Press Conference

24-Nov-2025 The Committee of Ethics and Sports Safeguarding presented its new composition, following the recent appointments, its scope of responsibilities, its work to date with detailed data, as well as its goals for the future, at a Press Conference held on Monday, 24 November, at the Hilton Hotel in Nicosia.

The overall message was that the C.E.S.S.. operates within the framework of its own powers as defined by the relevant Law, aiming to consolidate the principles of ethics and fair and clean play at all levels of Cypriot sport.
Initially, the Committee of Ethics and Sports Safeguarding was presented in its new composition, as follows:
Stephanos Skordis – President of the C.E.S.S.
Efthymios Efthymiou – Vice President of the C.E.S.S.
Dr Christina Ioannou – Member of the C.E.S.S. / President of the National School of Sports Ethics
Nikolas Koursaris – Member of the C.E.S.S..
Nikolas Konstantinou – Member of the C.E.S.S.

-GOALS AND ASPIRATIONS OF THE C.E.S.S.
Mr Stephanos Skordis was recently appointed to the position of President of the C.E.S.S., filling the vacancy created after the resignation of the previous president, Dr Andreas Kapardis, while Mr Nikolas Konstantinou is a newly appointed member of the Committee.
The new President of the Committee of Ethics and Sports Safeguarding, Mr Stephanos Skordis, highlighted the decisive role of the Committee in safeguarding the integrity of Cypriot sport during the press conference. As he stressed, the Committee operates on the basis of the Law for the investigation of cases of:
(a) manipulation of sporting events, bribery to alter the result of sporting events, or illegal betting (Articles 11, 12, 13), and
(b) cases of conflict of interest (Article 14).
Mr Skordis underlined that the Committee examines both named and anonymous complaints, as well as alerts it receives from UEFA and other international bodies such as ULIS.
To date, 69 investigations have been completed, of which 26 have been referred to the Attorney General, and from these, seven have developed into criminal cases, four of which have been concluded while the rest remain pending. At the same time, he highlighted the close and productive cooperation of the Committee with the Attorney General’s Office, the Police and the National Betting Authority, a fact that strengthens the effectiveness of the investigations.
Special reference was made to the Committee’s international role, as it represents the Republic of Cyprus in the Copenhagen Group and operates the National School of Sports Ethics.
Concluding his opening address, Mr Skordis presented the main objectives of the Committee under its new composition, which include the completion of amendments to the Law, strengthening international presence and cooperation, the introduction of best practices in the handling of complaints, education and prevention especially among young athletes, as well as the operation of an application on the Committee’s website through which anonymous complaints can be submitted.
“Our goal is to enhance transparency, fair play and the consolidation of ethical principles at all levels of Cypriot sport,” he emphasized.

-CREATION OF A NEW PLATFORM FOR ANONYMOUS COMPLAINTS
Mr Nikolas Konstantinou then took the floor, who was recently appointed as a member of the Committee, announcing the creation of a new platform for the submission of anonymous complaints.
As Mr Konstantinou stated, this is a modern and fully secure system that will allow every citizen to report, with genuine anonymity, corruption offences in sport or other offences provided for in Part IV of the Law for the Prevention of the Manipulation of Sporting Events.
The platform will not collect IP addresses, cookies or any technical identifiers, and all information will be stored encrypted in an isolated environment, accessible only to authorised members of the Committee.
